Jenny Ross

Associate Director

Over the last five years, Jenny has developed her expertise in supporting Chief Executives and senior management teams to develop outcome-focused organisational and campaign strategies. This advice draws on a 15 year career spanning the private, public and third sectors. She is a qualified coach and leads Themba’s work on monitoring and evaluation, impact assessment and how to develop senior leaders. 

Jenny has been a consultant since 2010, working with organisations on a short and long-term basis. Recent longer engagements include working with Publish What You Fund as Deputy Director, completing an organisational and campaign strategy review, and with Development Initiatives as a Programme Leader developing a new programme supprorting civil society in East Africa to use aid and budget information for advocacy.

After graduating, Jenny worked as a political consultant advising regulated industries (banks, utilities, transport companies) on how to engage with the government’s social inclusion agenda. Having completed a Masters degree in Humanitarian Assistance, Jenny then joined BOND (the UK membership body for NGOs working in international development) to lead its coordination of international and national advocacy.

Jenny left BOND to set up the Student Stop AIDS Campaign working with Restless Development (a youth development NGO). The Student Stop AIDS Campaign remains the backbone of campaigning on issues of HIV and AIDS in the UK over a decade later.  

Moving to Nairobi in 2004, Jenny worked with the Forum for African Women Educationalists to strengthen the advocacy capacity of FAWE’s national chapters in Mozambique, Rwanda, Malawi and Zambia. Jenny then joined Oxfam managing campaigns across the horn, eastern and central Africa and supporting development of programmes to support civil society voice.

Returning to the UK in 2008, Jenny led the Ingeus Centre for Policy and Research undertaking research and providing policy advice to local and national government on how to support the long-term unemployed into work. Jenny led training for local government representatives from across the OECD and participated in an expert mission to the Kirov region of Russia to review the performance of the public employment service. Jenny also authored articles in the OECD Observer magazine and in an IPPR collection of essays.
